Memphis — xAI Colossus (TVA)

The high-realization outlier. xAI self-supplies with on-site gas turbines plus ~250 MW from TVA (+150 MW approved), so it actually energizes what it requests — ~1 GW+ live in under two years. In January 2026 a third building expanded Colossus to a ~2 GW target (555,000 GPUs, ~$18B), and in March 2026 xAI filed a $659M permit to build out the Colossus 2 (Tulane Road) site, with Solaris JV turbines reaching >1.1 GW by Q2 2027. When you build your own power, the queue isn't the bottleneck.
