The densest data-center market on earth. Dominion's ~70 GW SCC request queue (only ~25 GW with connection dates) and ~51 GW of contracted data-center capacity across the SELOA/CLOA/ESA stages as of March 2026 (Q1 2026 earnings, up ~5% from December and triple mid-2023's 16.5 GW) dwarf the ~4 GW data-center coincident peak actually energized — a ~5-6% realization rate. The GS-5 large-load rate class (85% minimum demand, 14-year contracts, effective Jan 2027) disciplines the padding, and in July 2026 the SCC took up whether to shift more transmission cost onto data centers via Rider T-1. The pipeline is enormous; the meter moves slowly.
